P1 - Programmamanager (Expert)

Function

Our client is looking for a senior transformation and programme leadership professional to support complex infrastructure and development initiatives within an IT environment. The assignment involves steering large-scale programmes, strengthening governance, and helping shape a new operating model while working closely with senior stakeholders.

Responsibilities

• Lead and coordinate programmes related to infrastructure or development projects.
• Drive transformation initiatives within IT infrastructure and IT services management.
• Support change management and ensure structured progress across multiple workstreams.
• Contribute to governance, decision-making, and oversight within complex programmes.
• Help develop a new target operating model and translate strategic direction into actionable programme delivery.
• Engage with executive-level stakeholders and provide clear, expert-level input.
• Apply quality management practices in large-scale project environments.

Technical Skills

• Strong experience with infrastructure projects or development projects.
• Proven background in programme management, ideally in infrastructure or development contexts.
• Hands-on experience with project management techniques and tools, including risk and issue management.
• Solid knowledge of ITIL.
• Familiarity with project management methodologies such as PRINCE2 or PMBOK.
• Experience with programme management methodologies such as Agile, Scrum, or MSP.
• Experience with portfolio management is a plus.
• Background in budget management and financial follow-up for programmes is an advantage.

Profile

• Senior-level experience in IT transformation, programme management, and large-scale change initiatives.
• Extensive experience in IT infrastructure and IT services management.
• Experience within an IT environment related to the energy sector or a similar complex context.
• Strong stakeholder management skills, including interaction at executive level.
• Strategic mindset with the ability to connect vision, governance, and delivery.
• Excellent communication skills and the ability to transfer expert knowledge clearly.
• Certification in relevant methodologies is preferred where applicable.

Practical Information

• Language requirement: fluent Dutch at European CEFR level C2.
