Program Manager – Data Architecture

We're looking for a seasoned Program Manager to join our client's team and lead enterprise-scale data and analytics initiatives. You’ll bridge business strategy with technical execution, ensuring data programs are scalable, compliant, and deliver measurable value in complex, regulated environments.

Our client is a key IT partner for a major public-sector ecosystem in Flanders, operating at the intersection of digital innovation and societal impact. The current assignment is part of a long-term transformation program aimed at strengthening data capabilities across multiple domains, with high visibility at executive level.

You will be working in a complex enterprise environment where data integrity, transparency, and compliance are critical — including sensitive domains such as public services, urban development, and finance. The project involves aligning multiple stakeholders, legacy systems, and modern cloud platforms into a coherent data strategy that supports advanced analytics and AI-readiness.

Responsibilities

• Lead large-scale data architecture programs across multiple domains including data platforms, analytics, reporting, and AI

• Translate business objectives into a clear data architecture vision and roadmap covering governance, integrations, and platform selection (Azure, AWS)

• Establish and optimize data operating models: roles, responsibilities, governance, and delivery rhythms

• Drive platform and data transformations in regulated industries (e.g. energy, healthcare, finance)

• Oversee initiatives such as data warehousing, reporting, data quality, migrations, and legacy system integration

• Stabilize and recover troubled programs with a focus on prioritization, governance, and delivery performance

• Report to C-level stakeholders on progress, risks, and business value outcomes

Working Style & Focus

• Manage programs using Agile, Kanban or hybrid delivery models tailored to organizational maturity

• Combine hands-on technical affinity with high-level strategic oversight

• Ensure compliance, IT governance, and risk control while maintaining delivery momentum

• Collaborate closely with vendors and technology partners, including RFI/RFP processes and performance management

Ideal Candidate

• Minimum 8 years’ proven experience as a Program Manager, with a strong track record in infrastructure or software development programs

• At least 15 years of overall experience in complex IT projects

• Expertise in cloud data platforms (Microsoft Azure and/or AWS)

• Deep understanding of enterprise data architecture, governance, and operating models

• Experience with data warehousing, reporting, data migration, and data quality frameworks

• Solid command of ITIL, project methodologies such as Prince2, PMBoK, and Agile or MSP (certification is preferred)

• Familiarity with ERP and platform integrations (SAP S/4HANA, Oracle, Salesforce are a plus)

• Confident with project management tools and techniques (risk and issue management)

• Experience with SSO solutions is an advantage

Language Requirements

• Fluency in Dutch (CEFR level C2) is mandatory

• Strong command of English is also required
