We’re looking for a senior consultant to join our client’s organization and help structure and professionalize capacity and resource management within a large-scale IT environment. This assignment is highly strategic, positioned at the heart of IT governance, and will have a direct impact on portfolio steering, workforce planning, and operational efficiency.

The Role

You will operate within a complex IT landscape (300+ professionals), closely aligned with strategic governance structures such as CIO Office and PMO environments. Your mission will be to design, implement, and formalize a comprehensive capacity and resource management framework that enables data-driven decision-making and optimal resource allocation across the IT portfolio.

Your responsibilities will include:

  • Designing and implementing a structured IT capacity and resource management model

  • Building governance mechanisms to support workforce planning and portfolio alignment

  • Structuring complex analytical models to estimate workload, availability, and future needs

  • Working closely with IT leadership, PMO functions, and operational teams to ensure adoption and consistency

  • Translating strategic objectives into measurable capacity frameworks

Expected Deliverables

You will be responsible for delivering a comprehensive and operational framework, including:

1. Structured Competency Framework

  • Complete IT role catalog with detailed descriptions and associated competencies

  • Definition of maturity/proficiency levels per role

2. Operational Capacity Model

  • Definition of capacity units and measurement methods

  • Calculation model to estimate workload, availability, and future resource needs

3. Internal & External Workforce Mapping

  • Full classification of internal and external staff according to the competency framework

  • Consolidated overview of available capacities by role, team, and domain

4. Skills-to-Project Alignment Analysis

  • Clear alignment between available resources and IT portfolio needs

  • Identification of skill gaps, risks, bottlenecks, and optimization opportunities

The Ideal Candidate

Our client is seeking a highly analytical and structured professional with:

  • Minimum 5 years of experience in large-scale IT departments (300+ employees)

  • Minimum 5 years of experience within IT governance structures (e.g., CIO Office, strategic PMO)

  • Minimum 5 years of experience in IT PMO or equivalent steering functions

  • Proven expertise in designing and implementing capacity or resource management systems

  • Strong knowledge of core IT domains: business applications, software development, infrastructure, OT, embedded systems/IoT

  • Fluency in French and Dutch, with passive understanding of English

  • Strong methodological rigor, analytical skills, and ability to structure complex models

  • Excellent communication and synthesis skills, capable of engaging senior stakeholders
