Senior Enterprise Architect & Program Manager
Function
We are looking for a Senior Enterprise Architect & Program Manager to strengthen our client’s organization at a strategic moment of transformation. In this role, you will combine architectural leadership, program management, and change enablement to help a relatively small but highly committed organization professionalize its ways of working while successfully delivering a number of critical initiatives. You will act as a bridge between business and ICT, bringing structure, coherence, and pragmatism without slowing down the organization’s hands-on culture.
Role & Responsibilities

Define, evaluate, and implement an enterprise architecture that supports the organization’s long-term objectives.

Develop and steer an integrated strategic roadmap, managing dependencies, priorities, risks, and resources.

Align enterprise architecture with application, data, and technical architectures in close collaboration with ICT and business stakeholders.

Establish lightweight, fit-for-purpose governance and quality standards, while allowing for conscious and well-argued trade-offs.

Lead and monitor multi-project programs, ensuring architectural coherence and delivery discipline.

Coach internal teams in business architecture, analysis, portfolio, and project management to raise organizational maturity.

Advise senior management on strategic choices, impacts, and trade-offs, and support the organization through change.

Coordinate with external partners and suppliers to ensure technical and contractual alignment.

Ensure effective knowledge transfer so that temporary reinforcements quickly add value while embedding expertise internally.

Safeguard roadmap coherence based on architectural principles, interdependencies, and priorities.

Maintain quality and architectural integrity without compromising speed or agility.
Ideal Candidate Profile

Master’s degree in a relevant field such as Computer Science, Engineering, Business, or equivalent.

At least 15 years of relevant experience, including a minimum of 8 years as Enterprise Architect or Program Manager in a complex (preferably public or regulated) environment.

Strong expertise in enterprise architecture frameworks (e.g., TOGAF), reference models, and governance frameworks.

At least 10 years of experience leading multi-project programs and portfolios, with familiarity with methodologies such as PRINCE2 and Agile.

Proven track record (minimum 10 years) in guiding organizations through complex transformations and change processes.

Extensive experience working closely with ICT departments, including solid understanding of SDLC, DevOps, non-functional requirements (performance, availability, security, privacy), cloud models (IaaS/PaaS/SaaS), API and integration patterns, and data lifecycles.

Demonstrated ability to perform high-level sizing, feasibility assessments, and effort estimations in collaboration with technical teams, and to translate ideas into deliverable MVP/MMF increments.

Excellent analytical and communication skills, with experience advising executive management.

Fluent in Dutch, French, and English (spoken and written).

Relevant certifications such as TOGAF are a strong asset.
