Senior GIS Functional Analyst

We're looking for a consultant to join our client's team to enhance their geospatial services. This position involves employing advanced technologies in a dynamic environment, focusing on solution development and maintenance for various stakeholders. The expert will play a crucial role in analyzing business needs, designing custom geospatial solutions, and ensuring the ongoing delivery of high-quality services.
Responsibilities
The consultant will be responsible for a variety of tasks, including:
- Leading user workshops and aligning business requirements with feasibility.
- Producing detailed functional specifications that formalize business rules, use cases, and acceptance criteria.
- Structuring requirements rigorously and creating data models (UML/BPMN), along with data flows using tools like ArcGIS/UN/PostgreSQL/FME.
- Preparing test scenarios and supporting user acceptance testing (UAT).
- Contributing to change management, user guides, and overall documentation to facilitate deployment.
- Developing/configuring ArcGIS applications (Experience Builder, API JavaScript, Field Maps, Survey123) and managing service publications in ArcGIS Enterprise.
- Executing unit tests, documenting code, and optimizing workflows in FME Desktop/Flow.
- Integrating web services (REST/OGC) and managing PostgreSQL/PostGIS data.
Profile of the Ideal Candidate
The ideal candidate will possess the following qualifications and skills:
- A higher education degree in geomatics, geography, computer sciences, or a related field (minimum Bac+4/5).
- At least 10 years of experience in functional analysis within a GIS context or development in the Esri ecosystem.
- Proficiency in conducting workshops and drafting functional documents for non-technical audiences.
- Expertise in data modeling (MCD, MLD), UML, and BPMN.
- Strong command of ArcGIS Pro and ArcGIS Enterprise, including service publication and user management.
- Ability to utilize FME Desktop/Flow for creating and optimizing workflows and automation tasks.
- Solid skills in SQL, PostgreSQL, and PostGIS, with a focus on spatial databases.
- Knowledge of DevOps practices, especially with Git and CI/CD processes.
- Fluency in French and technical proficiency in English are required. Any Esri or FME certifications would be a significant plus.
- Experience in GIS projects related to public water management or sanitation processes is beneficial.
This is a full-time position, primarily based in Charleroi. The consultant may be required to travel to other locations in Wallonia, including Namur. The work arrangement includes a minimum of 2 days per week on-site, with potential for up to 3 days of remote work, with mandatory presence on-site every Thursday.
