You'll work with senior stakeholders to ensure business continuity while balancing governance, shared services, organizational autonomy, and long-term digital ambitions.

Key Responsibilities

  • Perform a comprehensive assessment of the current ICT organization, operating model, governance, and service delivery landscape.
  • Develop and evaluate multiple future-state scenarios, including clear analyses of advantages, disadvantages, risks, costs, organizational impact, and business continuity considerations.
  • Design the target enterprise architecture and define a strategic roadmap for the selected transformation scenario.
  • Assess the impact of each scenario on organizational capabilities, critical competencies, budgets, governance, and operational effectiveness.
  • Define a future governance model with clear roles, responsibilities, decision-making processes, and accountability across all stakeholders.
  • Benchmark comparable shared service organizations and public sector operating models, identifying best practices and lessons learned.
  • Develop a strategic vision for shared services, including governance, service ownership, funding models, service level agreements, and performance reporting.
  • Define the optimal distribution of ICT services across organizational levels, balancing centralized and decentralized responsibilities.
  • Inventory and prioritize strategic ICT initiatives, identifying projects that should be accelerated, reoriented, or postponed to support the future operating model.
  • Provide recommendations on data management, integration capabilities, knowledge transfer, and long-term organizational resilience throughout the transformation.

Your Profile

  • Extensive experience in ICT strategy, enterprise architecture, or large-scale organizational transformation programs.
  • Proven expertise in designing ICT operating models, shared service organizations, and governance frameworks within complex enterprise environments.
  • Strong background in enterprise architecture, business transformation, and strategic roadmap development.
  • Experience performing scenario analyses, business capability assessments, and organizational impact evaluations.
  • Excellent understanding of ICT governance, service management, sourcing strategies, and organizational design.
  • Experience facilitating workshops and engaging executive stakeholders to build consensus around strategic decisions.
  • Strong analytical, communication, and stakeholder management skills, with the ability to translate complex challenges into actionable recommendations.
  • Experience within large public sector or highly regulated organizations is considered a strong asset.

Deliverables

  • Assessment of the current ICT organization and operating model.
  • Comparative scenario analysis with strategic recommendations.
  • Target enterprise architecture for the future operating model.
  • Shared services vision, governance framework, and service definition.
  • Strategic vision for service distribution and organizational responsibilities.
  • Governance model and implementation roadmap aligned with the selected scenario.
  • Prioritized portfolio of ICT initiatives, including projects to accelerate, reorient, or defer.
  • Recommendations to safeguard critical competencies, strengthen collaboration, and ensure sustainable ICT service delivery throughout the transformation.
