Senior Program Manager

Function

We're looking for an experienced Senior Program Manager to join our client's team and lead the delivery of large-scale, multidisciplinary transformation programs within a complex public-sector environment. This role requires a strategic leader who can drive alignment across multiple stakeholders, manage dependencies, and ensure the successful execution of critical initiatives. You will be responsible for defining and overseeing program roadmaps, coordinating teams and partners, and ensuring projects are delivered on time, within scope, and in line with business objectives.

Key Responsibilities

• Lead and coordinate complex programs involving multiple workstreams, stakeholders, and delivery teams.
• Define, maintain, and govern program roadmaps, ensuring alignment across internal and external partners.
• Establish effective governance structures, reporting frameworks, and performance monitoring mechanisms.
• Manage risks, issues, dependencies, and escalations to ensure successful program delivery.
• Facilitate collaboration between business, technical, and executive stakeholders to drive decision-making and alignment.
• Provide leadership, coaching, and guidance to project teams, removing obstacles and enabling high performance.
• Communicate program objectives, progress, risks, and outcomes to senior management and key stakeholders.
• Translate complex business and technical concepts into clear, understandable communication for diverse audiences.
• Ensure coordination and information sharing across multiple organizations and stakeholder groups.

The Ideal Candidate

• Master's degree in a relevant field.
• Minimum of 10 years of experience in project and program management, including the management of large and complex initiatives.
• Proven experience working within public-sector or government environments is essential.
• Fluent in both Dutch and French (minimum C1 level), with excellent verbal and written communication skills.
• Strong expertise in project and program management methodologies, including PRINCE2 and Agile frameworks.
• Demonstrated ability to manage senior stakeholders, negotiate priorities, and build consensus across organizations.
• Strong analytical skills combined with a strategic and results-oriented mindset.
• Experienced in leading multidisciplinary teams and driving organizational alignment around shared objectives.

Technical Environment

• Experience using project and collaboration tools such as Jira and Confluence.
• Strong understanding of governance, planning, reporting, risk management, and program performance monitoring.
• Ability to bridge the gap between business and IT stakeholders, ensuring a common understanding of objectives, priorities, and deliverables.
