Strategic Demand Analyst
Function
We are looking for a Strategic Demand Analyst to join our client’s Digital Transformation Office, a central function driving large-scale digital and organizational change within a complex, multi-stakeholder environment. This role sits within the Demand & Portfolio Management team and works closely with senior technology leadership to strengthen how IT demand is structured, evaluated, and prioritized. The objective is to support better-informed decisions, improved resource allocation, and stronger alignment between strategic priorities and technology investments.
Responsibilities
In this role, you will act as a key interface between business stakeholders, IT, and enabling functions such as PMO, Procurement, Architecture, and Finance. Your main focus will be to bring clarity and structure to incoming IT demand and ensure initiatives are consistently assessed and comparable.
- Analyze and refine business requests related to IT needs
- Assess alignment of initiatives with strategic and operational objectives
- Evaluate feasibility, value, sustainability, risks, and expected benefits of initiatives
- Develop lightweight business cases, including cost-benefit and impact analysis
- Ensure initiatives are aligned with budget constraints, procurement rules, available skills, and organizational capacity
- Reassess, prioritize, and consolidate existing and new initiatives within the portfolio
- Prepare decision-ready documentation for governance bodies (e.g., demand boards)
- Facilitate collaboration across IT, PMO, Procurement, Architecture, and Finance to validate assumptions and data
- Ensure consistency, transparency, and comparability across all initiatives under review
Role & Context
Our client is undergoing a major digital transformation aimed at modernizing operations, improving efficiency, and strengthening decision-making in a constrained budgetary and regulatory environment. Within this context, the Demand & Portfolio Management function plays a critical role in structuring demand intake and ensuring that only the most valuable and feasible initiatives progress into execution.
You will contribute directly to improving governance quality by helping leadership make informed, data-driven decisions on IT investments. The role requires a strong analytical mindset, the ability to navigate complexity, and a structured approach to evaluating competing priorities across multiple domains.
Profile – The Ideal Candidate
- Strong analytical and conceptual thinking skills, with the ability to structure complex information
- Solid understanding of IT environments, digital transformation, and strategic portfolio management
- Comfortable working with quantitative analysis (cost-benefit analysis, effort estimation, scenario evaluation)
- Ability to translate complex findings into clear, decision-oriented insights for senior stakeholders
- Critical thinking, independence of judgment, and high level of objectivity
- Strong communication skills in multidisciplinary and evolving environments
- Comfortable working in a complex, governance-driven organization with multiple stakeholders
Language Requirements
- Fluent in either French or Dutch
- Intermediate level in the second national language
